Are you really empowering council staff to break and enter peoples' homes, and to abduct them thereof? Have you got your signature on this?

Have you considered that people might be armed? That they might have advanced warning of the attack?

Have you considered what would happen if there was a counter-attack whether at the time or afterwards, and those authorised were taken hostage for questioning?

I have considered this option myself - having advised your police before, use rubber bullets etc - but currently do not have sufficient contacts to carry it out.
